SPVA/AFPAA Case Study

The UK Armed Forces Personnel Administration Agency (AFPAA) wanted to reduce costs, modernise outdated IT systems and improve personnel services to military Service members, retirees and dependents. Since the start of the relationship in 1997, and through a renegotiated contract designed to take the partnership even further, EDS and the Agency have worked together to achieve just that. This relationship has continued within the Service Personnel and Veterans Agency (SPVA) formed in April 2007 following the merger of AFPAA and the Veterans Agency.

The SPVA EDS team currently administers more than 300,000 live pay records and maintains more than 500,000 master personnel and 800,000 pension records. Working together within the Agency, EDS and the UK Ministry of Defence (MoD) have implemented the Joint Personnel Administration (JPA) initiative – a solution based on Oracle HRMS that incorporates converged tri-service working practices and has been the IT enabler for a massive change programme within the MoD.

The new JPA system rolled out to the Armed Forces in phases starting in April 2006 with the RAF, followed by the Royal Navy in November 2006 and the Army in March 2007. When the new system is fully up and running, in addition to providing a modern HR and Payroll system with significant additional functionality, the solution is expected to save the Ministry of Defence around £100 million per annum.
