Phytosanitary Certificate Issuance and Tracking (PCIT) System
Each year, the Computerworld Honors Program brings together the principals of the world's foremost information technology companies to recognize and document the achievements of the men, women, organizations and institutions around the world, whose visionary applications of information technology promote positive social, economic and educational change.
Nominees become Program Laureates and a case study on its project becomes part of the Honors Program’s Global Archives. The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service, nominated by EDS, is a Program Laureate for its case study on the Phytosanitary Certificate Issuance and Tracking (PCIT) system.
APHIS takes an aggressive approach to detecting and resolving potential pest and disease threats to U.S. agriculture. One internationally accepted form of risk mitigation, the phytosanitary certificate, ensures safe shipment of plant commodities by documenting the country of origin and confirming inspection in that country. USDA APHIS set out in search of an automated certificate process and export data collection system.
The PCIT system, developed with EDS, was deployed to make this process faster and more efficient. PCIT is a Web-enabled collaborative tool allowing industry to communicate with county, state and federal government officials to create the certifications needed to ship billions of dollars in products annually.
